PUBLIC POLICY AND DEVELOPMENT MANAGEMENT OF GENERAL EDUCATION IN MODERN RUSSIA: SOME PROBLEMS AND THE WAYS OF THEIR SOLUTIONS

The article highlights the importance of implementing the state policy of development of general education in the Russian Federation. The main problematic aspects in this area are singled out. They are related to the content of training, its quality, the need to strengthen the material and technical base of school institutions, the introduction of innovative forms of education, in particular the distance segment, the improvement of the inclusive environment, the upgrading of the pedagogical and managerial skills, the minimization of bureaucratic barriers to the development of the modern school system, rationalization of management. Attention is drawn to the inefficiency of expenditures, the inability of educational institutions to mobilize internal resources to achieve their goals. It is proposed to accelerate the process of forming an integral system for evaluating school educational institutions, improving the forms and methods of preprofessional training and vocational guidance; to practice the introduction of project approaches to the development of school education; to optimize the mechanism for monitoring the observance of state guarantees in the field of general education.Downloads
