The purpose of the article is to characterize the conditions for the emergence of modern economic theories of bureaucracy and assess their applicability outside the American political and social model. To understand the phenomenon of bureaucracy, the analysis of economic foundations of its activities is of great importance, which until the middle of the 20th century was almost neglected in science. The rapid development of managerial and organizational technologies in business in Western countries posed the problem of improving the state apparatus in those areas where its tasks do not differ fundamentally from the tasks solved by large commercial organizations. Oriented toward understanding this problem, economic theories of bureaucracy were created in the United States. Purpose: disclosure of the conditions for the emergence of modern economic theories of bureaucracy and assessment of their applicability outside the American political and social model. The research methodology is the analysis of sources on economic theories of bureaucracy in the context of the general theory of bureaucracy. As a result, the limitations of the functionality of the existing economic theories have been identified, which is due to their basic assumption of exclusively economic motives for the activities of officials. At the same time, the growing role of economic factors in the activities of state administrative apparatus was emphasized. The directions of universalizing the economic theory of bureaucracy and expanding its practical applicability are outlined.Downloads
