The purpose of the article is to consider the economic, political, social problems of the development of urban agglomerations, the elimination of which will remove the restrictions on agglomeration development. The concentration of the population and resources in the largest cities and their agglomerations should theoretically lead to an acceleration of the socio-economic development of these territories. The reason for the acceleration is agglomeration effects that provide competitive advantages to agglomeration residents. However, in practice, the pace of development of agglomeration territories is not always outstripping. The reason for this is the deagglomeration effects that inhibit development. The article analyzes the strategic and territorial documents on the development of agglomerations, conducted expert interviews with managers who have encountered agglomeration problems. As a result, a complex of agglomeration problems was revealed, for which a detailed description is given: causes, examples, consequences. Brief recommendations are given on solving the identified problems, leveling their negative effects.Downloads
