PECULIARITIES OF THE NEGOTIATION PROCESS WITHIN THE FRAMEWORK OF THE POLITICAL SETTLEMENT OF THE TRANSNISTRIAN CONFLICT IN 2012-2013

Abstract

The purpose of the article is to identify the features of the negotiation process in the framework of the political settlement of the Transnistrian conflict. The study analyzes the period 2012-2013 in the negotiation process, when it received an impulse after the change of political leadership in Moldova and Transnistria. The author notes an increased activity in the negotiation process in a bilateral format and in the format of the Permanent Conference on Political Issues (“5 + 2” format), which, however, did not lead to tangible results. The further development of the negotiation process in 2013-2014 created conditions for the emergence of new, qualitative results in 2014. The field of the application: post-Soviet political processes and relations in the post-Soviet space. The low efficiency of the negotiation process was due to the high level of influence of the political and geopolitical situation on it, the crisis of the Meseberg process, which showed all signs of insolvency by 2012, as well as the unresolved issue of guarantees for the implementation of the agreements reached and the implementation of the provisions of the documents signed by the parties. The author comes to the conclusion that the pace of the negotiation process in 2013-2014, despite the reasons outlined above, could bring qualitative results thanks to the efforts of the mediators already in 2014. However, the political events in Ukraine and the subsequent pause in the negotiation process eliminated this possibility.
