SYSTEM OF COUNTERACTION TO "RUSSIAN INFORMATION THREAT" IN THE WEST: STRUCTURE, BASIC LEVELS AND TOOLS

Abstract

The purpose of the study presents an overview of the so-called “Russian information threat” system formed in the West. Identifies its main structural levels and components and systematizes the key practical tools used within its framework. The research is based on the method of scientific synthesis and systematization of an array of factual data using structural and functional analysis. The study made it possible to conclude that the system of counteraction to “Russian information threat” in the West includes a number of official state mechanisms of national and international level and a range of formally non-state, public institutions of analytical, propaganda and investigative orientation. It is characterized by the network horizontal principle of organization, the dispersion of functions between structures at various levels, the initiative role of public organizations and (inter) parliamentary groups. At the moment, it is one of the basic components of the general confrontational course of the West towards Russia, ensuring its stigmatization and creating a substantiation rationale for further increasing pressure on our country even in the absence of objective reasons for this. The results of the research can be used as a platform for further study of the emerging system of counteraction to the “Russian information threat” in the West at its individual levels and directions, as well as for improving the external information policy of Russia.
