CREATION OF TOS RESOURCE CENTERS AS A CONDITION FOR THE DEVELOPMENT OF THE POTENTIAL OF THE LOCAL COMMUNITY

Abstract

The current predicament of the local self-government in Russia is characterized by alienation of the population from the processes of local self-government, low levels of trust and participation of residents. The methodological basis for solving this problem is the idea of self-organization as a essential feature of society and the local community as a social basis of local self-government. It poses the task of the development of local (neighboring) communities and involves the use of both social and management technologies. Development within the municipal formation of neighboring communities in the format of territorial public self-government (TOC) leads to increased civic activity and responsibility makes a positive impact on the efficiency of municipal management. The subject of the article is the generalization of the accumulated experience of organizational support of TOC by the authorities, the optimal form of which is recognized as the resource centers. The purpose of the article is to identify the main organizational models and content areas of TOC support, such as the development of leadership qualities of TOC activists, expertise and financial support of public initiatives, legal, information and methodological support of TOC bodies, organization of their interaction with the authorities. Proposals are targeted to accompany the policy of involving citizens in local self-government by the information, methodological and organized support, concentrated in specialized resource centers. The scope of the results is optimization of the regional system of local government development.
