CONCEPT OF PUBLIC ADMINISTRATION OF INNOVATION ACTIVITIES IN THE SPHERE OF HOUSING AND COMMUNAL ECONOMY

Abstract

The purpose of the article is to substantiate the concept of state management of innovative activities in the utilities system. Analysis of the state of housing and communal services in Russia allows to conclude that it is necessary to find tools for activating the industry of innovation activity. The methods of modernizing the industry demonstrate insufficient efficiency: the depreciation of fixed assets and the number of accidents in the public utilities are growing, which requires the development of a new methodological approach to innovation, finding sources of its financing. The tools of state management of the housing and utilities sector require the introduction of modern approaches, including those based on extreme technologies. It is necessary to improve the specifics and expand the service provision of utilities, which should be built on the principles of innovative development, allowing to simplify, speed up and improve the quality in the housing and utilities sector, which is impossible without state support.
