COMMUNICATIONS BETWEEN THE AUTHORITIES AND THE PUBLIC IN THE REGION: IS THE CONSTRUCTIVE SYSTEM POSSIBLE?

Abstract

The purpose of the article is to examine the problem of an establishing of constructive communication system between the authorities and the society in the Russian region conditions. Some problems are determined that characterize the current state of communications, which are connected with a low level of the information openness of governance’ institutions and a low level of people’s civic responsibilities. It is proved that the modern regional bureaucracy because of its specific status is not ready to establish constructive communications. At the same time, public associations are not ready to participate in a dialogue with the authorities. As the result of the research, the author justifies the idea of forming a system of constructive communication of power and society in the region on the basis of direct interaction of "first persons" and civil associations directly or through the intellectual community. The criteria for determining the constructiveness of communications are proposed as meaningful, formal and technological.
