Abstract

The purpose of the article is an analysis of the main approaches to the definition of the essence and typology of the consistency of the modern state, as well as the development of an operational model for conceptualization and typology of state solvency. The article deals with the approaches developed in political science to the definition of state solvency: functional, identification and resource. Structurally functional and sociocultural determinants of state consistency are described in detail, forming a complex conceptual model for measuring the potential of state consistency. The author suggests two criteria for typologizing the consistency of modern states: an institutional environment that defines norms and "rules of the game" in the field of politics, and the functional role of the state in social development. Within the first criterion, the contractual and exploitative types of the state are singled out, within the second criterion it is the activating and stagnating type of the state. As a result, the author developed a model of state consistency, the scope of which: 1) the study of the state consistency of "fragile states"; 2) consideration of the specifics of the characteristics of the state consistency of "new democracies" in the context of democratic transit; (3) conducting a comprehensive case-study on the competitiveness and quality of public administration in individual countries.
