OF THE "RUSTY BELT" OF THE CENTRAL FEDERAL DISTRICT: PECULIARITIES OF INDUSTRIAL DEINDUSTRIALIZATION OF THE TERRITORIES OF CENTRAL RUSSIA IN 2001-2017

Abstract

The purpose of the article is to analyze the specifics of the regional state industrial policy in the regions of the Central Federal District through the prism of the processes of «new industrialization», re-industrialization and de-civilization. As a result of the analysis, the authors of the study proposed a hypothesis about the institutionalization of the «rusty belt» in the regions of the Central Federal District (CFD) in eight subjects of Central Russia, the industrial development of which, from 2001 to 2017, actually reduced to deindustrialization of the territory. The proposed characteristic became a synthesis of two established concepts: «rusty belt» and «red belt». The first is an established in the scientific discourse concept that characterizes the totality of US cities with the disappeared enterprises of the automotive industry. Secondly, the term «red belt», established in the scientific and expert communities, denotes the victory of candidates from the CPRF (leftist forces) in a number of regions of Central Russia in the governorate in the 1990s. In support of the proposed concept with reference to the industrial development of a number of regions of the Central Federal District (CFD), the authors cited the economic reasons for the deindustrialization of territories and the institutionalization of the «rusty belt» of the regions of the Central Federal District.
