REFORMING TREND IN LOCAL GOVERNMENT AND DEVELOPMENT PROSPECTS FOR THE VORONEZH REGION

Abstract

Russia began a new stage of reforming the system of local self-government. One of the main issues, the solution of which was to be found, was the question of the relationship between local government and state power. Based on the experience of reform in the Voronezh region, it can be concluded that such measures as the management of municipalities and attempts to introduce corporate principles into local self-government should be characterized as very pragmatic steps aimed at improving management efficiency and reducing conflict at the municipal level. The chosen direction of development requires specification of the general principles of organization of local self-government, optimization of its structure, development of economically independent power in the localities and its approach to citizens, involving residents in the management process.
