MECHANISMS OF INCREASING THE EFFECTIVENESS OF THE MULTI-PARTY INSTITUTION IN THE CONTEXT OF ELECTORAL REFORM

Abstract

The article is devoted to the problem of increasing the effectiveness of the multi-party institution in modern Russia. The problem of forming a party system that provokes the confidence of voters, reflecting the main important interests and capable of responsible formation of government bodies is still one of the most significant. The existing stable structure of the party system is rather a sign of stagnation, as evidenced by a decrease in confidence in parties, which manifests itself in elections of various levels. The solution of these problems is directly connected with the electoral system, as it influences the configuration of the party system, the political behavior of citizens and the strategy of interaction between the main subjects of politics. The proposed approach to improving the electoral system includes two components. First, it is the policy of "reducing administrative barriers" in the process of registering parties, nominating and registering candidates and party lists. Secondly, an effective tool to increase political confidence may be the modification of the mixed electoral system used in the elections to the State Duma. Some regions could become a pilot site at the same time.
