The author substantiates the objective need of modern society in the development of social activity of youth. The article examines the current state and prospects for the development of student self-government. The processes of involving students in resolving the problems are structured that arise during the period of study, as well as the rights to participate in the processes of youth self-government are studied. Fragmentary consolidations of state youth policy in normative legal acts of both federal and regional levels are studied. As a consequence, the differentiation of the legal field requires the creation of a single normative legal act on state youth policy. Analyzing various models of youth self-government (student councils, primary trade union organizations and others), the author proves the conclusion about the efficiency of student trade union organizations and gives some proposals that increase the efficiency of student self-government in order to create favorable conditions for the implementation of youth policy.Downloads
