Qualitative changes in the regime characteristics of the Russian political system in 2012-2016 were directed toward strengthening of monocentrism within maintenance of the significant role of rent-seeking in political and economic relations. Unlike the 2000s, the system faced a decreasing resource base, as well as unfavorable «external outline». The new rent-seeking model is more adequate to the established system of vertical political control over the main social actors, as well as the nature of conservative and dominant values that the authorities are proficient in. In the organization of state civil service of Russia in the regime of gradual changes («development»), mobilization motives are strengthened as well as staff rotation tools, professional requirements and anti-corruption institutions are improved. At the same time, the civil service management system and independent anti-corruption audit remain unformed, which, together with gaps in streamlining personnel procedures, preserves opportunities for active use of protectionist practices and clientelism in public administration.Downloads
