HE CURRENT SOCIAL AND ECONOMICAL PROBLEMS OF THE DEVELOPMENT IN THE OREL REGION

Abstract

The article deals with the most actual problems of the Orel region, also the ways to solve them or to minimize the effects of various kinds of negative factors on the basis of project management system implementation are suggested. Among the negative factors there is imperfection of the legal framework and hierarchical management structure. The second factor is the lack of funds for the implementation of various, often perspective regional development programs here we are talking primarily about cultural development, having the main requirement as the availability of infrastructure. The author proposes to develop mechanisms to involve small and medium-sized businesses in the development of socio-cultural sphere.
