The presented article is not only a review of the recently published monograph of Professor I.V.Ponin «Theory of deviantology of public administration: uncertainty, risks, defects, dysfunctions and failures of public administration», but also a scientific thinking of studying problems. First of all, they are the problems of administrative capacity of the state, various weaknesses, imbalances and uncertainty in state management, dysfunctions, risk and other abnormalities in the mechanisms of modern public administration. Particular attention is paid to the factors and conditions generating dysfunctional governance forming untenable, «parallel» and so called corrupt distopia states. The reader's attention will be drawn by plots concerning risk based approaches in the state of political and administrative activity, as well as the features of error control in situations of uncertainty and crisis failures.Downloads
