THEORETICAL AND METHODOLOGICAL BASIS OF CONSTRUCTION OF N-DIMENSIONAL MODEL OF BUROCRACY

Abstract

The purpose of the article is to reveal the essence of the phenomenon of bureaucracy in order to develop tools for building its N-dimensional model. The generally accepted definition of bureaucracy represents this phenomenon as the professional activity of a certain social group for the implementation of state functions, and at the same time as this group itself. A deeper understanding of the phenomenon covers not only formal relations, but also uncodified ties within the bureaucratic apparatus, as well as its relationship with the political sphere and with the population. From this position, the bureaucracies of different states have much in common. However, there are no grounds for confidently claiming the existence of a generalized model of bureaucracy at present. The possibility of building such a model stems from the institutional similarity of the bureaucracies of different countries and historical eras. As a social object, it also has the characteristics of a social process. The concept of building an N-dimensional model of bureaucracy with the possibility of introducing quantitative indicators into it is based on identifying parameters, establishing clear connections and dependencies both within certain historically established bureaucracy and when comparing similar organizational systems with each other. The thesaurus research approach covers the sociology of management, the sociology of organizations, as well as an analysis of the periods of the birth and development of bureaucracies in states with different geographic locations and existed in different historical eras. As a result, the presence of such a detailed model of bureaucracy containing quantitative assessments will make it possible to determine the patterns in the formation of bureaucratic apparatus, the possibility of predicting the further development of the bureaucracy, or to suppose that its stable principles will be replaced by public administration technologies.
