OVERCOMING INSTITUTIONAL DEFICITS AND TRANSFORMATION OF SOCIAL POLICY IN THE CONTEXT OF IMPLEMENTING NATIONAL GOALS

Abstract

The purpose of the article is to consider the meaning of "social" amendments to the Constitution of the Russian Federation within the framework of the concept of institutional changes, as starting points in the list of subsequent management actions to achieve national goals and changes planned in accordance with them in the social sphere of Russian society. The subject of the research is institutional deficits in the space-time continuum of post-Soviet Russia, as the basic problems of society with an acute lack of resources to overcome them. According to the author, social policy, as a result of the adoption of amendments to the Basic Law, is acquiring a clearer direction and value-symbolic meaning. Among the main social problems the article highlights: demographic one (excess of mortality over births), degradation of healthcare infrastructure and quality of medical care, housing one (inaccessibility of housing for many social groups and “defrauded equity holders”), poverty and a high level of income differentiation. The author actually refers to the same type of deteriorating ecology (the presence of a number of externalities on the territory of the country, the situation with household waste), difficulties in the functioning of science and education. At the same time, the author presents the peculiarities of the process of transformation of state social policy, which is focused on bringing the ideal of the social state, enshrined in the Constitution of the country, closer to significant political realities. The results of this study translate into scientific and applied discourse the algorithm of actions of the state and civil society institutions in areas, priorities and proven practices in effectively overcoming institutional deficits.
