Abstract

The purpose of the article is to reveal the role of amendments to the Constitution of the Russian Federation in the formation of the modern model of the social state. The unfavorable foreign economic situation in recent years, sanctions against Russia, spread of a new coronavirus infection and a number of other reasons have led to the aggravation of socio-economic problems in Russian society. The consolidated economic stagnation, the reduction in real income of the population, the growth in the number of citizens living below the poverty line - these trends in the economy and social sphere influenced the decision of the President of the Russian Federation to initiate amendments to the Constitution, affecting the institutional structure of public administration, as well as securing additional social guarantees for the population. In the 2020 version of the Constitution, the social character of the Russian Federation is consolidated much broader and more concrete. According to the authors, the adoption of "social" constitutional amendments can be viewed as a significant step for the transition of the Russian Federation from a declarative to a real model of a social state, providing a much more effective level of implementation of social policy in relation to citizens.
