INSTITUTIONAL MANAGEMENT OF TECHNOLOGICAL FUTURE OF THE OLD INDUSTRIAL REGION

Abstract

The purpose of the article is to consider the impact of the completeness and quality of the institutional environment on the level of technological and industrial development of the region. When making management decisions aimed at the technological development of the region, it is important to take into account all the components that will contribute to the achievement of goals. At the same time, insufficient attention to the state of the institutional environment reduces the region’s ability to achieve high technological development indicators in the future. The methodological base of the study is based on a set of approaches of the theory of economic development, regional and neo-institutional economics. Research methods include structural-logical, comparative and causal analysis. The authors proposed the optimal content of the formal institutional environment (regulatory framework) for the technological development of the territory and key mechanisms for managing informal institutions. Among the latter are creation of trusting environment, upbringing of technological and environmental culture in all generations, maintenance of the ideology of the values of human labor and entrepreneurship, changing paradigm of public administration and values of the administrative elite and the bureaucratic apparatus. On the basis of testing the proposed methodology in such old industrial regions as the Sverdlovsk and Bryansk regions, it was possible to confirm the hypothesis that the dynamics of industrial and innovative development are determined by institutional conditions. As a result, thanks to better institutional management in the Sverdlovsk region, it was possible to reverse the negative trends in industry that developed in the post-crisis period.
