TENDENCIES OF THE ELECTORAL PROCESS DEVELOPMENT IN MODERN RUSSIA: COMPREHENSIVE AND TECHNOLOGICAL ASPECTS

Abstract

The purpose of the article is to identify trends in the development of the electoral process in modern Russia from the point of view of substantive and technological features of the organization of the election campaign to develop recommendations for optimizing work with electoral groups. The research methodology is based on the implementation of case study tactics, which allows to identify the efficiency of the use of communication technologies in the process of interaction with various participants in the electoral process. Statistical data reflecting the results of the 2019 election were used as an empirical base. Among the main features of this election campaign, the following ones were highlighted: scale, high level of competition with preserved predictability of results, focus on direct interaction with voters against the background of the dominant vertical orientation of communications in the power - society system, introduction of digital technologies in the electoral space, etc. Special attention is paid to the problem of voter presence. In the end, a conclusion is made regarding a significant deformation in the functioning of the electoral arena, which in the limited development of non-electoral political practices, leads to narrowing of the space of political participation and negatively affects the qualitative characteristics of the political system. The necessity of forming a unified communication network is noted that includes various lines of interaction: C2C (citizen to citizen), C2G (citizen to government), B2G (business to government), which allows building relationships on the principles of transparency and trust.
