UN PEACEKEEPING PARTICIPATION IN STABILIZING THE SITUATION IN THE REPUBLIC OF HAITI AT THE END OF THE XX CENTURY

Abstract

The purpose of the article is to consider the causes of internal conflict and the features of the activities of UN peacekeeping operations in the Republic of Haiti at the end of the XX century. At the present stage, peacekeeping under the auspices of the United Nations (UN) remains the most significant legitimate tool for the activities of world policy actors in the field of resolving internal conflicts. Moreover, in each specific peacekeeping operation, the UN acquires unique peacekeeping experience that can and should be used in planning and conducting new operations. Therefore, the study of “lessons learned” of completed operations and the most effective methods of peacekeeping does not lose its relevance. Research Methodology : the study was conducted using interdisciplinary, historical, systemic and structural-functional approaches. As a result of the study, the author highlighted the nature and causes of the internal conflict in the Republic of Haiti, and also proposed to consider climatic factors and natural disasters as additional external factors that destabilize the situation in the country and negatively affect the peace process. The first years of UN peacekeeping in the Republic of Haiti demonstrated the need to create an environment of political stability as the basis of the peace process for resolving internal conflicts, as well as the importance of police tasks to achieve stated peace goals. The cyclical peace process in the Republic of Haiti underlines the importance of analyzing “lessons learned” and identifying “best practices” for the timely implementation of approved peacekeeping mandates.
