FORMS AND METHODS OF NON-INSTITUTIONAL REGULATION OF POWER-PUBLIC RELATIONS: ANALYSIS OF THE RUSSIAN POLITICAL PROCESS

Abstract

The purpose of the article is to characterize modern forms of non-institutional regulation of power-public relations in Russia. The subject of the study is the informal practice of regulating public-power interactions. The research methodology includes communicative and network approaches, which allow reflecting the interdependence of public authorities and public institutions in achieving certain goals. In the conditions of dynamism and continuous complication of society, informal networks are one of the most effective ways of non-institutional regulation of power-public relations. As a result of the analysis, the author comes to the conclusion that the institutions of public participation in today's Russian reality mainly serve as the basis for building mutually beneficial, often informal relations between government bodies and non-profit structures. This circumstance is one of the main motivations for the participation of public activists in the work of deliberative bodies. At the same time, the authorities receive up-to-date information about the current state of the public sphere and attract the missing resources for the implementation of certain measures. The functioning of informal networks is influenced by the institutional landscape, political culture, as well as the socio-political context that is characteristic of the current situation and expressed in the urgent tasks of state policy. All sorts of social media, the communication potential of which has so far been underestimated by the authorities, can serve as an effective aid in the development of relevant network practices.
