FOREIGN EXPERIENCE OF ORGANIZATION OF STATE FINANCIAL CONTROL AND ITS APPLICATION OPPORTUNITIES IN DONETSK PEOPLE'S REPUBLIC

Abstract

The purpose of the article is to characterize the foreign experience of organizing and developing state financial control and the possibilities of its use in the Donetsk People's Republic. The research methodology is based on the application of methods of theoretical generalization, historical and abstract logical analysis in the systematization and generalization of foreign experience in the development of state financial control. The work focuses on the fact that issues related to the efficient and reasonable organization of state financial control through the prism of foreign experience of its development and formation are becoming relevant in the current conditions of the active development of entrepreneurship in the DPR. It is proved that a prerequisite for the effective provision of operational control in the countries considered is the territorial units, which, depending on the form of government, are fully or partially subordinate to the supreme accounting department. Institutional models of the functioning of higher financial control bodies are examined. The authors conclude that the adaptation of foreign experience will allow organizing the work of the SFC bodies reasonably in the Donetsk People’s Republic, in particular, the promising Accounts Chamber, starting from the stage of its creation and regulation of powers.
