Abstract

The purpose of the article is to consider crowdsourcing as a technology to improve the quality of public administration. In the modern dynamically changing socio-political process, the development of crowdsourcing technology largely contributes to the development of the sphere of state and municipal government, the change of relations in the “person - state” system to “person - civil society - state”. It allows to divide management processes in solving social problems into separate stages by the means of applying modern information technologies and intellectual human potential. The use of this toolkit in public administration practice can increase the level of public confidence in state and municipal authorities. The subject of the research is organizational and managerial relations and relations arising in the process of using crowdsourcing technology in the practice of public administration. The authors summarize various methodological approaches to the analyzed management tool and propose to consider it as an interactive dialogue platform between the government and civil society. The scientific article defines the stages of crowdsourcing, its costs and benefits, as well as the practice of application in public administration. A number of suggestions for improving this institution at the municipal level are given.
