Abstract

The purpose of the article is to assess the quantitative and qualitative indicators of the representation of women in government structures, taking into account the explanations of the definitions of “person holding a public position” and “state civil servant”. The relevance of the issue of gender distribution of the personnel potential of the public administration of the Russian Federation is currently underestimated. The participation of female employees in the political and managerial life of the country is considered only from the point of view of supporting functions. The subject of the research is the gender aspect of the personnel potential of the state administration apparatus of the Russian Federation. The Russian specificity of gender relations is examined from the point of view of the theory of the dichotomy of power, implying that the state performs two basic functions: political and administrative. The first function of power is provided by representatives of political positions, the second - by state civil servants. A sociological analysis of the processes of women's participation in the development of political decisions and their participation in the implementation of measures to implement these decisions showed a significant imbalance between the representation of men and women in political and administrative status positions. A statement of this imbalance indicates the lack of gender mainstreaming in the formation of the human resources potential of the country's public administration, which can lead to irreversible social consequences. The need for the earliest possible development of a mechanism for women's career opportunities to participate in the formation of political decisions in the field of public administration, as well as the formation of new approaches to attracting males to the public civil service, is noted.
