The purpose of the article is to justify the new role of the social state in the context of digitalization and growing influence of network communities. A feature of the current stage of the technological revolution is the formation of a new type of society in which networks and network interactions become an important factor in socio-political dynamics. The prospects for this process are enormous, and the costs are significant. In the conditions of digital-network society, one of the main problems is the growth of human potential, since the significant part of it, connected with the previous technological structure, is depreciating. On the one hand, the role of man and their responsibility are increasing, but, on the other hand, the social situation of many workers is deteriorating. Most of the citizens may be affected due to a change in the nature of employment, a significant decrease in the demand for labour of traditional qualifications. There is a painful transformation of the middle class. The consequences of these changes are the inevitable growth of social inequality in terms of income and quality of life, which can strengthen the political nature of the problem and require the government in any country to increase social spending to ensure socio-political stability. One of the solutions to the problem is that the social state becomes, in some sense, the driver of growth, aimed at stimulating the development of society. In practical terms, the task is to ensure that social policy meets not only the interests of low-income social classes, but also the interests of economically active, employed part of the population.Downloads
