FEATURES OF INSTITUTIONALIZATION AND PRACTICES OF DEVELOPMENT OF PROJECT MANAGEMENT IN THE RUSSIAN REGIONS (ON THE EXAMPLE OF THE BELGOROD REGION)

Abstract

The purpose of the article is to present effective practices of project activities in the constituent entities of the Russian Federation, in particular in the Belgorod region, as an example of the formation of trends in the transition of state authorities of the Russian regions to effective management. The subject of the study is the mechanisms and tools for the implementation of project activities and the transition from the format of managerial exotics to the daily activities of authorities and management. The Belgorod region was one of the first in the Russian Federation where elements of project activities were introduced, the experience of which served as the beginning for the formation of a trend in the transition of government bodies of entities from the process to the project approach in management activities. As the result, the article proves that as the municipal and state structures switch to the project approach, the effectiveness of government activities in addressing the socio-economic problems of the territories and the formation of a balanced state policy in various industries and fields increases. On the example of the Belgorod region, an algorithm is proposed for the successful management of state and municipal authorities, which needs to be replicated and scaled (taking into account experience and minor errors) in other Russian regions.
