ASSESSMENT OF REGULATORY IMPACT IN THE PRACTICE OF PUBLIC ADMINISTRATION: POLITICAL AND LEGAL CONTENT

Abstract

The purpose of the study is to consider the regulatory impact assessment as a political and legal tool to improve the quality of lawmaking and law enforcement, as well as state and municipal government. The efficiency of the dynamic development of both the Russian Federation as a whole, and its individual regions and municipalities, is largely determined by the quality of rulemaking. In modern conditions of modernization of public life, this is largely facilitated by the assessment of the regulatory impact (hereinafter ARI) of draft regulatory legal acts (hereinafter RLA), as well as the proposed state and municipal programs. The use of this toolkit in the practice of public administration requires the determination of the essential functional characteristics of the specified institution and its impact on law enforcement practice. The subject of the research is the political and legal component of the methodology and procedure for assessing the regulatory impact in the field of public administration. The author summarizes various methodological approaches to regulatory impact assessment and proposes to consider this institute as a mechanism for systematically identifying problem points and goal setting proposed regulatory standards, identifying alternative management solutions to ensure not only investment, but also social attractiveness of the state, region, municipality. The scientific article discusses the structural elements of regulatory impact assessment, as well as the practice of its use in public administration. The research results as structural elements of regulatory impact assessment can be used in the practice of public administration.A number of proposals for improving this institution at the municipal level is given.
