The purpose of the article is to analyze the western approach to the export of specialists from other countries, to identify the main causes of export and possible options for its implementation. The export of specialists from the “third world” countries and not only is well established in the western world, and importing countries get good profits, in fact, without serious financial costs. At the same time, donor countries, in fact, bear only losses, and not only financial ones. In the Western world, specialists mainly export private business, but with the full support of relevant government agencies and often under special state programs, there are even special types of citizenship by “outstanding people”. Specialists are professionals in a wide variety of areas: science, sports, culture, medicine, information technology, design, fashion, etc. It was noted that Russia also participates in this “global game” and not only as a donor country. The coverage area of donor countries in Russia is mainly the former republics of the Soviet Union. At the same time, Russia is one of the pioneers in this process foreign specialists were brought into the country under Ivan Grozny and even earlier. Moreover, the history of Russia is quite difficult to imagine without taking into account the contribution of emigrants to its development. As a result of the study a number of versatile measures to strengthen Russian position in this process is proposed. It is noted that “soft power” shaping the image of the state must be inculcated from school age and the student’s bench due to a wide range of different activities and facilities: children's camps, conferences, symposia, exhibitions, competitions, competitions, open specialized tracking centers, and so on.Downloads
