The purpose of the article is to identify the characteristics of the state apparatus, allowing it to act as a "development agent". Based on the use of neoinstitutional and comparative methods of analyzing social systems, it is shown that the success of "development policy" is largely due to the presence of "Weberian" features in the state bureaucracy. A formalized method of selection for civil service and career is of particular importance based on personal merit. It is also important that the definition of the merits of a particular official suggests the existence of a public assessment of the results of their activities. To achieve the predominance of this type of bureaucrats in the state apparatus is possible on the basis of meritocratic hiring and the presence of visible "career ladders". The dominance in the public service of informal practices of recruitment and promotion on the basis of protectionism leads to a weak connection between the activities of civil servants and “development projects”, and their main motive is the demonstration of administrative zeal combined with status rent extraction. The area of application of the research results presented in the article is in the sphere of reforming public service relations, the structural and functional organization of the state apparatus.Downloads
