The purpose of the article is to develop the basics of methods for assessing the effectiveness of management and financing of participatory projects. The relevance of the article is due to the lack of research in the field of assessing the effectiveness of participatory projects implemented in more than 40 entities of the Russian Federation within the framework of various regional programs. The article distinguishes performance and effectiveness, identifies 12 models for financing participatory projects in the Russian Federation. To systematize the models, a concept is used reflecting the sources of funding for projects, as well as the approach used to designate models for organizing commercial activities. Corresponding methodologies are proposed and partially tested using the example of the most common model of RA2MA2С, within the framework of which the Local Initiatives Support Program is implemented. The problems of lack of information in open access on most indicators for the application of the proposed methodologies, as well as obstacles to achieving the effectiveness of participatory projects in the Tver region, which are estimated by the population, authorities and business structures in different ways, are identified.Downloads
