Abstract

The goal of the research presented in this article is to develop approaches that allow evaluating the effectiveness of the institutional matrix of regional innovation systems in terms of the formation of “key” institutions for innovation development, identifying the structural components of a regional innovation system, their resources and functions. Based on the study of foreign and domestic experience, it is set out that the practice of institutional building of a regional innovation system is polyvariant. This is due to the differentiation of the organizational structures of intersectoral interaction, their resource potential and functionality in the field of innovation. Possible risks of institutional building of innovative systems associated with the ongoing shift of the scientific and technological structure and social changes are diagnosed. On the basis of an empirical study of the institutional practices of the Russian regions, the main institutional mechanisms and tools that determine the success of institutional building scenarios are identified and analysed. The research substantiates the need to develop analytical tools with a set of interrelated indicators, in order to adequately assess the effects of the dynamics of the regional innovation system in the context of national and global socio-economic processes.
