In recent decades, the development of public administration in Russia has become not the increase in the effectiveness of the state apparatus, the formation of legal culture and public participation in governance, but the formalization and bureaucratization of managerial activities, accompanied by the growth of the bureaucracy. The purpose of the article is to analyze and evaluate the criteria for the effectiveness of the public administration system of government bodies, as well as to compare Russia and international experience in this field. The methodology of the study is to summarize the data of domestic statistics and the results of international research. The authors concretize the trends that have developed in the system of public administration in Russia, assess the effectiveness of this system against the background of other states. As a result, the authors indicate now that in the system of Russian state administration the highest level of concentration of power is in the hands of officials and a narrow group of elites. In the post-industrial society a new level of interaction with society is being formed e-government. The positions taken by our country in the global ranking testify to the need for quick modernization.
