Abstract

The authors analyze the role of relevance of the "agenda" on the basis of which the interaction of power and society takes place, which is considered as a factor affecting the effectiveness and sustainability of this interaction. On the example of the institution of the Commissioner for Human Rights in the Saratov region, the field of public policy of the "agenda" of interaction, which is formed on the basis of actualization, is considered. The problems of organizing and implementing the program of legal education of citizens on the protection of human rights are examined. The main technological methods ensuring the scale of this interaction and its expert potential necessary for the development of effective management decisions in this field are considered. Based on the analysis of existing practices, the main ways of integrating the main actors of public policy into the process of interaction are identified as the regional public chamber, public chambers of municipalities and the existing network of legal clinics in which the expert community is widely presented. Approaches to the formation of scientifically based methodology characterizing the activity of this system for assessing its effectiveness are indicated.
