SYSTEM OF OPEN EDUCATION IN THE REPUBLIC OF KOREA: PROSPECTS OF IMPLEMENTATION

Abstract

n the presented article the team of authors touches upon the issues of the interdependence of the socio-economic development of the Republic of Korea and the dynamism of on-line education. The article consists of three main parts, the first of which is devoted to the development of education in the Republic of Korea and the identification of priority factors for its dynamics, one of which is the mass open online courses (MOOC). In the second part of the article, a system for the formation, implementation and scaling of Korean mass open online courses (C-MOOC) aimed at the continuous education of all citizens of the Republic of Korea, including civil servants, is considered in a diachronic aspect. In the final part, an open system of Korean education for civil servants is analyzed and the possibility of introducing massive open on-line courses into the system of Russian additional professional education. The relevance of the presented work is confirmed by the expediency of studying the experience of the Republic of Korea in the educational paradigm of Russian education. The need for further research is determined by the possibility of introducing leading trends in education into the system of Russian education, with their subsequent adaptation, reform and promotion. The article lists the factors that determine the priority role of education in the state policy of the Republic of Korea. The positive tendencies of introduction of the system of open education for civil servants in South Korea are systematized. In the diachronic aspect, the development of mass open on-line courses is presented. Prospects for introducing mass open on-line courses into the system of additional professional education of state civil and municipal employees of modern Russia are determined.
