The article attempts to analyze the state policy of reforming the state civil service from the standpoint of openness and accessibility to public control. The research field of the authors includes the problems of the activity of independent experts specialists in civil service issues and members of public councils formed under public authorities. The absence of a unified state policy that specifies the procedure for the selection and participation of independent experts in the work of commissions generates a number of significant problems, including adherence to professional ethics of experts, implementation of anti-corruption standards and prevention of conflict of interests. In this regard, the authors concentrate their attention on the development of elements of state policy in this area and the rationale for the effectiveness of its implementation in the practice of public-service relations.Downloads
