VALUE TRANSFORMATION IN THE SYSTEM OF STATE SERVICE (ON THE EXAMPLE OF THE REPUBLIC OF SAKHA (YAKUTIA))

Abstract

The article deals with the results of sociological research of value structure of public service of Republic of Sakha (Yakutia). The research was carrying out in 2015 and 2017 by questionnaire survey. Values of public service means internal, emotionally mastered the benchmarks for the activities of the actors in the governmental system. Now they are formed in accordance with two models: classical bureaucracy of M. Veber and “New public management”. The study shows that republic officials combine the values of both models. Values of high social status and high incomeare the most supported, values of formalization (bureaucratization) and powerareless supported. During structural reorganization the support of formalization and self-development has decreased, and support of creativity as motivator has improved.
