The public innovations introduced at the present stage to increase the economic potential of the non-profit sector and to shape the positioning of NPOs as producers of social services cause discussion, which requires quantitative assessments of the state of the sector. The purpose of the article is to present the results of a study of foreign and domestic practices of quantitative assessments of the non-profit sector on the basis of statistical indicators. The study of foreign experience is based on the method of summarizing the organization of statistical accounting of NPOs in the system of national accounts, supplemented by a comparative analysis of quantitative assessments of the sector by characteristics: goal, the number of participating countries, indicators in the projects of Hopkins University, CIVICUS, USAID. The study of statistical indicators of the assessment of the non-profit sector in the Russian Federation is conducted in 2011-2015. Based on methods for analyzing the indicators of the series of dynamics and calculating the relative size of the structure for estimation ofthe economic potential of the NPO in the sectoral context the gross value added index is used. The indicated features in the research of methodology distinguish it from the HSE study covering the period of 2001-2007. And to assess the economic contribution of NPOs in the context of industries the indicator of "output by various types of economic activity" is used. Despite the revealed positive dynamics of the increase in the number of NPOs, the contribution of the non-profit sector to GDPremains insignificant and tends to decrease, thereby revealing the intensive nature of the development of the non-commercial sector, accompanied by the quantitative growth of NPOs without increasing their economic contribution toGDP. Common areas of activity of NPOs are: the provision of social services; education; health; real estate, rent and services; sphere of service and hotel business. It is recommended to expand the structure of indicators of the economic contribution of NPOs by including indicators: employment (the share of employed in NPOs (including the work of volunteers) in the total number of economically active population); income structure of NPOs, including the independent positioning of species and the magnitude of government support.Downloads
