Abstract

The next stage of the reform of local self-government, started in 2014, ensured further "verticalization" of the management systems of municipalities, including administrative centers of the subjects of the Russian Federation. Up to date, in the regions of the Central Chernozem there are no regional centers, in the charters of which there are national elections of mayors. The practice of holding a competitive selection for the posts of the heads of executive power of regional capitals shows that the competitive procedures are primarily of an imitative nature and end with the nomination of a candidate actually proposed by the highest official of the region and his technical rival. At the present time the staff of the heads of administrations of the regional capitals of the Chernozem region consists entirely of former officials of regional executive structures, primarily former deputy governors. The formation of competitive conditions for the selection of candidates to the heads of administrations of regional centers and ensuring publicity of this procedure are possible when resource rivals of governor's creatures and splits inside the coalitions of local players appear, as well as return to the strategy of hard opposition to the government by the parliamentary opposition.
