FEATURES OF INDUSTRIAL DISCOURSE IN THE USSR BEFORE THE GREAT PATRIOTIC WAR

Abstract

To analyze the development of industry in the USSR, the author uses a discursive theory that allows a comprehensive determination of the trends in the development of industry in the pre-war USSR. This practice of using the concept of "discourse" is inherent in the "critical" approaches of philosophical, sociological and political theories. The purpose of the article is to study the development and transformation of industrial discourse in historical retrospect, to determine its role in the development of the statehood and economy of the USSR. The reasons why the industrial discourse has not become fundamental within the framework of the development of the state are formulated, in other words, it lost the opportunity to be identified as a national idea. The author analyzes the interaction of various actors and the influence on the industrial discourse of the state's policy. The main feature of industrial discourse in the USSR is its great support by broad sections of the population. He had a high mobilization potential. Also an important feature of industrial discourse in the USSR was the emergence of a planned economy, as well as the prioritization of military production over civil. The author analyzed the development of industry in conditions of non-market type of management. The reasons for the decline in labor productivity and the quality of products produced by the national industry are determined. The author summarizes that in the USSR it was possible not only to create industry, to reduce the backlog in scientific and technical progress, but also to enter the global trends, the tendency of rapid development is outlined. From an agrarian country the USSR has turned into a powerful industrial power, the price of such a transformation is pumping money from agriculture, inhuman working conditions, powerful mobilization of all labor resources of the country.
