Abstract

The article considers the immanence of legal nature of the norms that establish legal and organizational basis for licensing permitting. The correlation between the norms of civil and administrative legislation with regard to licensing is emphasized, which continues to be controversial in the science of civil and administrative law. A comparative analysis of the regulation of licensing legal relations arising in the sphere of entrepreneurial, economic and other types of activities requiring special permission is carried out.
