The key effect of institutional changes in the new stage of local government reform was the consolidation of the right of regional authorities to determine the choice of the management model in municipal and urban districts. In conditions of the subsequent expansion of the options for organizing such models, this led to a wide spread of urban district management systems in which a head elected by the representative body of the municipality, is vested with the authority to manage administration, consolidates power and management levers in own hands. Consolidation of power in the hands of the head of the municipality, who is the head of the administration, with active influence on the process of election to the executive branch of the entity of the Russian Federation, contributes to the centralization of control systems in the regions. At the same time, the choice of such a variant of the management system evolution is possible with the consent of key interest groups in cities with the candidacy of the city head. Otherwise, the existing scheme faces the impossibility of quick electing the head of the city, which destabilizes the urban management system.Downloads
