TECHNOLOGIES OF ACTIVATION OF THE ANTI-CORRUPTION POTENTIAL OF THE RUSSIAN SOCIETY

Abstract

Successful anti-corruption policy is impossible without fundamental changes in the public, group and individual consciousness, without serious positive corrections in the rules of behavior of not only such target groups as state and municipal employees, but also citizens themselves. According to the author, the problem is not only how to involve civil society actors in a constructive anticorruption activities, but also how to combine the efforts of all stakeholders and in the formation of an anti-corruption coalition of civil society and partnerships with authorities. The article emphasizes that the state power, having the greatest resources to counteract corruption in comparison with other elements of it, should create more favorable conditions for the openness and accountability of its institutions to society, and also support and in a certain proportion coordinate the activities of civil associations to counter corruption. The author describes the main technologies aimed at enhancing the capacity of anti-corruption actors of Russian society in the field of combating corruption.
