SOCIAL AND INNOVATIVE POTENTIAL OF MODERNIZATION OF THE REGIONS OF THE CENTRAL CHERNOZEM REGION

Abstract

The article examines the modernization potential through the prism of reformatory, social and innovative and adaptation potentials. An assessment of a social and innovative potential of upgrade macroregion is given. On the base of the conducted surveys, the author shows possibilities of the development of small business, an activity rate of non-profit organizations and regional community, valuable shifts in public consciousness of inhabitants of the territory. It is emphasized that implementation of upgrade requires creation of conditions for manifestation of an initiative, activization of human resources.
