LOCAL SELF-GOVERNMENT IN THE PUBLIC AUTHORITY SYSTEM OF RUSSIA

Abstract

The practice of the formation of the Russian statehood since the adoption of the Russian Constitution has shown the lifelessness of the norms that fix the non-inclusion of local self-government bodies in the system of public authorities. The author indicates that as a result of recent changes in legislation on local self-government, the role of representative bodies of local self-government has decreased. There are practically no apparatuses of representative bodies of local self-government; organizational, legal support for the activities of these bodies is carried out by the organizational departments of local administrations. The article examines the problems of finding ways of ‘getting’ local government in the system of state power.
