BUREAUCRACY AND METHODS OF ITS MANAGED TRANSFORMATION

Abstract

The study of the problems of bureaucracy and the search for ways of its controlled transformation encounters serious difficulties in terminological properties. Bureaucracy is understood, on the one hand, as a part of the state mechanism, which includes staff performing on behalf of the state numerous organizational functions, as well as the rules and regulations of its activities. On the other hand, the term «bureaucracy» denotes a wide range of dysfunctional manifestations of the vital activity of the state apparatus. In this connection, an urgent need for demarcation of two indicated values and an independent analysis of the phenomena behind them arises. Scientific understanding of the positive functional roles of the bureaucracy in public administration after M. Weber was given insufficient attention. The development of such interdisciplinary areas as social cybernetics and sociology of management creates conditions for a deeper understanding of the nature of bureaucracy.
