THE PROBLEM OF ACHIEVING NATIONAL UNITY IN THE CONTEXT OF CHANGING THE STATE NATIONAL POLICY OF THE RUSSIAN FEDERATION

Abstract

The article raises the issues of the formation of the civil nation in the Russian Federation in the context of the implementation of the state national policy, the main provisions of which are fixed in the Strategy of the State National Policy of the Russian Federation for the period up to 2015, which serves as the basis for the activity of state authorities and local self-government institutions of civil society and is aimed at activation of all-round cooperation of the peoples of the Russian Federation, development of their national languages and cultures. The task of achieving national unity and the formation of civil self-consciousness of Russians remains relevant. The authors note that the national policy of our country is currently influenced by such factors as the consequences of the economic crisis, the activation of migration flows, events in the Middle East, the accession factor of the Crimea and the Ukrainian crisis, which contribute to increasing tension in interethnic relations, a factor in changing the international situation, facilitating the transformation of priorities in the field of national security and the change in the self-determination of the mass political consciousness of Russians. The authors come to the conclusion that the socio-psychological mechanisms of uniting the nation in crisis conditions in the face of external danger are the most effective. Therefore, increasing attention to building national policies, effective monitoring of interethnic relations and resolving contradictions in the early stages is one of the main tasks of ensuring national security. In such conditions it is necessary to develop the institutions of civil society in the positions of patriotism, harmonization of interethnic relations, and the growth of civic consciousness.
