Abstract

The development of the competitiveness of Russian goods and services both in the field of high technology and in production of quite ordinary household goods is closely linked with overcoming key advantages of foreign producers not only in technology, but also in management area. This type of management aims to create cooperative relations in order the major part of the added value to stay in Russia. In addition, it should control the intellectual property sphere; this market economy sphere is poorly developed in our country. The analysis shows that the development of clusters is a perspective way to create new cooperation relations, but at the same time, we should identify and use all cluster possibilities. The collaborative management in the area of intellectual property can become a new type of relationship between the participants in clusters. Based on this fact, the author proposes the intersectoral cluster model where the intellectual property has the role of the link that gives additional competitive advantages. The report provides a description of the main roles, functions and tasks of the member of intersectoral cluster. The advantages of this approach are described in comparison with current ways of cluster creation.
