Abstract

Article is devoted to theoretical-methodological aspects of studying of elite phenomenon in modern Russian and Ukrainian political science. Authors analyze various research positions of scientists concerning concept «elite» definition, and also structure, quality, problems of formation, updating and functioning of elite groups in Post-Soviet Russia and Ukraine. The need of political elite rotation, arrival to government the people who have been sincerely interested in modernization of the country locates, is substantiated.
